The Distinguished Fellows Committee is a constitutionally mandated committee comprising the most recent available three past Presidents of the Society not currently serving on the Executive Committee and chaired by the most recent of them. Appointments are for non-staggered two-year terms.
The committee is responsible for choosing the recipients of the HES Distinguished Fellow title, conferred in honor of “their exemplary contributions to scholarship in the history of economics and/or their exemplary contributions to the success of the Society”. As indicated in the HES Constitution:
“The Committee shall provide opportunities for the Membership to propose candidates for nomination, and it shall be sensitive to such proposals but not restricted to making nominations consistent with those proposed. The Committee may also choose not to make a nomination. Any nominations shall be presented to the Executive Committee on or before the 15th of November before the next regular meeting. The Executive Committee shall select the Distinguished Fellow or Fellows.”

The Nominating Committee is a constitutionally mandated committee chaired by the former past President of the Society whose term as Immediate Past-President and service on the Executive Committee has just ended. The committee chair is joined by two other members appointed by the President from among the Society’s membership. Appointments are for non-staggered two-year terms.
The committee is responsible for nominating candidates to stand for election to the offices of Vice-President, Secretary, Treasurer, and Elected Member of the Executive Committee. As indicated in the HES Constitution:
“Members may submit suggested nominations for the various officers to the Nominating Committee. The Nominating Committee may solicit such suggestions and may consult with whomever it wishes in identifying potential nominees. It must consult with the President, Vice-President, and Immediate Past-President with respect to nominations for Secretary and Treasurer. All nominees shall be members of the Society. The Nominating Committee shall present its nominees to the President for action by the Executive Committee at its midterm meeting on or before the 15th of November of the calendar year before the election. The Nominating Committee shall make one nomination for each impending vacancy for Vice-President, Secretary, and Treasurer. If there is one vacancy for Elected Members of the Executive Committee, it shall make two nominations; if there are more vacancies, it shall make nominations to a number at least two greater than, and no more than twice, the number of vacancies. The Executive Committee shall approve or reject nominations and may substitute other nominees for those chosen by the Nominating Committee or make additions to them consistent with the provisions of this Constitution.”

The Investment Committee is a constitutionally mandated committee chaired by the HES Treasurer and comprising two other members appointed by the President. Appointments are not for a fixed term.
As determined by the HES Constitution, the duties of the Investment Committee include:
“a. to propose to the Executive policies and procedures for the management of the Society’s investments;
- to advise the Treasurer in the management of the Society’s investments;
- to monitor and report to the Executive Committee on any matters of concern affecting the general financial health of the Society.”

The Conference Planning Committee is a constitutionally mandated comprising four members appointed by the President. Appointments are for a four-year term with one member selected each year. The committee chair is typically chosen from the members who have already served the first two years of their terms.
As determined by the HES Constitution, the duties of the Conference Planning Committee include:
“a. to select the location of the annual meeting of the Society, normally at least two years in advance of the meeting;
- to establish guidelines and policies for the conduct of the program at the annual meeting;
- to appoint, with the approval of the President, a separate ad hoc committee for each regular program called the Local Program Committee, which
- shall comprise a number of members of the Society adequate to the responsibilities in the particular circumstance of the program;
- shall, under the general guidance of the Conference Planning Committee and in cooperation with the President, Secretary, and Treasurer, be responsible for the operational planning and detailed administration of the program to which it has been assigned.”

The Early-Career Scholars Committee comprises three members appointed by the HES President. Appointments are typically for a three-year term, staggered to guarantee that one seat will be renewed every year. The committee’s mandate covers three important activities through which the Society seeks to nurture the work of early-career scholars entering the field:
- Warren J. and Sylvia J. Samuels Young Scholars Program:
The committee receives all the applications submitted during each annual conference cycle, determines their eligibility to the Samuels Young Scholars Program, and produces a ranking of these applications. The ranking is submitted to the HES Secretary, who offers grants to the applicants according to the committee’s evaluation. The committee’s recommendations should be submitted no more than one month after conference submissions have closed.
2. Early-Career Scholars Research Fund:
The committee receives applications for the Early-Career Scholars Research Fund collected by the HES Secretary, determines their eligibility and submits a funding recommendation to the Executive Committee based on a reasoned assessment of their quality. The committee can establish its own assessment criteria but should nonetheless respect the scope of the program, as determined by the Executive Committee. The committee is expected to evaluate applications twice every year, with deadlines on Dec 1 and May 15. Its recommendations should be submitted at least two weeks prior to the next Executive Committee meeting.
3. Best Conference Paper by a Young Scholar Award:
The committee receives applications for the Best Conference Paper by a Young Scholar Award collected by the HES Secretary, determines their eligibility and decides on a winner. The committee is also responsible for choosing the evaluation criteria to guide its own work. It should submit its recommendation to the HES Executive Committee no more than three months after the end of the annual conference, accompanied by a citation to be presented alongside the prize.

The Growth and Outreach Committee comprises three members appointed by the HES President. The committee receives applications for the Growth and Outreach Fund collected by the HES Secretary, determines their eligibility and submits a funding recommendation to the Executive Committee based on a reasoned assessment of their quality. The committee can establish its own assessment criteria but should nonetheless respect the scope of the program, as determined by the Executive Committee. The committee is expected to evaluate applications on a quarterly basis, according to a previously agreed work schedule. Its recommendations should be submitted to the Executive Committee no more than three weeks after receiving the applications.

The Financial Review Committee comprises two members appointed by the HES Executive Committee. Appointments are for overlapping four-year terms, renewable once. There is no committee chair.
The committee is responsible for evaluating the system of accounts and operating procedures as well as the administrative structure governing financial transactions for the Society. As part of this review, it may suggest to the Executive Committee changes or improvements to current operations. It shall conduct an annual audit that will begin once the books are closed at the end of the fiscal year to be completed in time for review at the January meeting of the Executive Committee. The results will be shared with the membership after the report has been accepted by the Executive Committee, during the Society’s annual conference. The committee may request and is entitled to receive periodic updates from the Treasurer as well as access to the QuickBooks accounts of the Society and internal financial correspondence.
